The Directorate General of Social Services, Childhood and Families is responsible for planning, developing, coordinating and controlling the execution of policies in the following areas and matters: programs and benefits in the area of social policy, with special dedication to the fight against poverty and social exclusion, social promotion, promotion of volunteering and policies to deal with social emergencies, actions for the promotion and social participation of minorities, family protection. With regard to children, it is responsible for the protection of children’s rights and the promotion of knowledge of them, as well as all actions related to the guardianship, fostering and adoption of minors, their protection and reform. It also exercises the functions of development and execution of plans and programs aimed at the reception and integration of the immigrant population.

The Catalan government has appointed the hitherto director general of Child and Adolescent Care (DGAIA), Georgina Oliva, as the new secretary of Child and Adolescent Care, while the graduate in Social Work Ester Sara Cabanes will be the new director of the DGAIA.
Oliva (Barcelona, 1980) has a degree in Sociology from the University of Barcelona and since 2017 was the director of the DGAIA, and between 2006 and 2008 she was a member of Congress, where she was rapporteur among others of the Law on international adoptions and the Organic Law on equality between men and women.
Ester Sara Cabanes has a degree in Social Work from the University School of Social Work of Tarragona and has followed a specialization course in sexual abuse and other child abuse at the UB and a postgraduate course in Child Traumatherapy.
Since 2003 she was responsible for the Area of Child and Adolescent Care in Terres de l’Ebre and previously she had been an educator in the Basic Unit of Primary Social Care (UBASP) of the City Council of Tortosa.
